Can you tell me when did the SANFL adopt the 50-metre penalty?

I know the SANFL was not using 50-metre penalties as late as 1989, though the VFL had adopted a 50-metre penalty in 1988.

Also, do you think the change affected the game in any way? What might have happened without the 50-metre penalty?
