You clearly aren't aware that the highly populated states do have rural areas. Also the lowly populated ones also have urban areas. And no the votes don't have a different weighting within in a state.

Well as far as picking the president this is how it works. The citizens living in the smaller populated states votes are worth up to 2 votes compared to places like California, Florida and New York.

But it is done by population. Do you have a problem with California having so many votes. My understanding is it is actually the smaller states that are the issue as all states are weighted on population plus 1. So the smaller states are actually getting the disproportionate amount of college...
