I read it. Your original post was trying to compare the individual per person emergency payment, with a percentage number of the disaster response funding. A disaster that is still unfolding. You won't be able to directly compare funding for the two disasters for months, if not years.

Ok. Divide 5 billion by the population of Maui (163,000) That's over $30,000 per person.
The fire didn't burn the entire island down, so not all people were eligible. Per person is much higher than $30,000
That's a lot more than the $700 per person you originally claimed.
That money is not for rebuilding houses. It's for the disaster response costs - ie fire management and debris removal costs
Seriously, do some basic research before making a fool of yourself.
The 100% is for the initial disaster response costs. Usually it's 75%.
That's nothing to do with the per person payment.
But don't let facts get in the way of comparing apples with oranges.
My electricity bill has come down heaps - August bill cost 0$, November bill cost 0$
And there's still $442 credit sitting there for the next bill which should be in February lol
