I'm tipping AFL Vic or individual leagues will refer to a Sporting Pulse type data base for that information. e.g. amount of goals kicked, games played, amount of clubs in 3 years etc. Remember every player now reregisters online at the start of every season for a particular club. Not sure how...

If he leaves for another club he's 3 points.
Add another point if: he was top 5 club BNF, top 10 league BNF or kicked 40 goals
Add another point if he is transferring to another club in the same competition

Rooster 24 , BrianSpeaking is correct. Each Uni or club will be offered a "memorandum of understanding" form to nominate their aligned school team to have the ability to make kids coming through as "home players"

Looks like it is loosely based AM except new AFL Vic model:
•is 50 points instead of 39
•no "exemption player"
•has a premium community player section. Meaning non home players revert to 4 points if:
*top 5 club BNF
*top 10 league BNF
*40+ goals in previous season AND
**VAFA rep side in previous...
Returning player (even if they played AFL) is only 1 point. That is if they played more than 40 games of juniors linked to that club
Or that club has a memorandum of understanding with a junior club
