Wouldn't work, did you see some of the scores in Div 4 last year - the clubs would go under quickly/try go into the Thirds comp if they are having to play the top of Div 3 unfortunately. Whilst on paper is doesn't make sense, personally think it's the best set up for this year post COVID...
