Early rounds, use it for cash gen and play high scoring rook playing late in the round that you can't loop.

Mid rounds, use it to help cover zeroes during byes

Late rounds, after you have finished your 22 use it to add best available premium.

Added bonus, if you have a short term injury with no coverage from your bench, you now have the option to cover that position with players from another position.

That is how I will be using the flexibility this year
