Also i absolutely subscribe to the idea of get yourself firing in the 2's and get a call up. Just makes sense. The caveat to that is that if the current midfield set up is not working, then it goes the other way too. If you are not firing in the 1's, you should be dropped.
Not a simple equation by any means, many many factors go into that. Do we persist with the current set up until someone in the 2's fires, ignoring failure in the 1's? Does poor performance in the 1's lower the bar someone in the 2's needs to clear?
