I can think of a couple of reasons, one more likely than the other. There could also be a third reason, which is simple madness.

Because there were 4 kills N1 and 2 kills N2. Given only a villager died between the two, it's safe to say there are two missed kills.

We can assume there are two factions as a goon and a werewolf were killed N1. N2, only one "evil" faction killed. It's possible they both killed the same target but I mean, the chances are slimmer than instead missing a kill.
