Put simply, the Suns don't have the roster spots for their draft picks, they can't even keep all the players that were on the list from last season. They won't be using many picks this year even if they had them so they're loading up on next years picks as a result. Further, it's been said that this draft is a bit of a crapshoot given the lack of playing time for the kids. Swapping F2 and F3 would be approx Pick 28 for Pick 46.
Keep the higher pick if we can. More value in that for sure.

In terms of fairness it looks bad, but they're trading picks they wouldn't have used or would have taken a relatively unknown quantity, more than most years.
Iirc the suns now have 3 or 4 2nd round picks next year and 2 firsts? They're loaded. The deals aren't as bad they seem on first glance.
