Wrong - they were known as a concept but previous pandemic management plans considered then dismissed them. Ineffective because you can't lock everyone down and the disruption to everyday lives causes more problems than it solves.Lockdowns were an unknown concept before 2020[/B] (afaik), would have been unthinkable. Since covid the so-called experts, and we, have started to join the dots between disease and transmission and what can be done about it. People were in fact pretty slack about not protecting themselves and others, going to work and everywhere when sick. It's pretty extreme though. I would hope education will be the answer in the future, not just automatic lockdowns.
