It’s almost like the distance from elbow to shoulder as Houston bumps covers the head, neck, and AC joint.

Given the pace, you don't think it hit the AC joint and slide to the neck and head? That's why the top of shoulder is deem as high.
Aren't you allowed to tackle the top of the shoulder (not the neck obviously)

In this case the contact comes from the front not from the top.
