Risks are a lot lower with a competent premier setting it up this time while Dan is away and we need the Vic Govt to start doing its share given Dans failures have not only killed 800+ people but left tens of thousands stranded overseas at risk who could have gotten home if Vic had been able to run HQ and tracing as well as every other state has.
