I blame all 43 of them. I dont see party affiliation as even remotely required to be spoken about.
The immigration/asylum system in the US didn't get broken in just the last 4 years.
Encounters at the southern border were already on an incredible upward trajectory in Trump's last months as President. Bit hard to blame Biden for that, or pretend Trump had all the answers.
