Photo finish, but The Beatles by a short half head for mine on the basis that they broke up at the right time and didn't release so many anonymous (1981 - to the present day) or forgettable albums as the Stones did after Exile on Main Street. Certainly in terms of broader cultural or counter cultural significance, you might go for The Beatles, but that's just my opinion.
