by definition bone stress injury can range from something like an edema to something more serious like a stress fracture.

Far more likely that the reason for the bone stress injury is the same reason for nearly every bone stress injury - a reaction to an increase in workload after his long layoff.I wonder if tom has recently developed abnormal running mechanics that is causing the repetitive strain of his tissue such as the plantar faciatis and subjecting the bones in his feet to unnecessary stress.
