I don't interpret any rules to be broken here.

The rule states respond if you've kicked 1000 goals but not necessarily 1000 SFA goals.

All these people may have kicked a total of 1000 goals before in Under 13s soccer, RFFL, at local footy training, in single-player Qooty.

Nobody has kicked 1000 in the RFFL. Tarkyn oversaw the death of that league WELL BEFORE it was humanly possible.
