I've pressed it at an intersection and had every other side but mine go through the cycle. The opposite crossing (going in the same direction) crossed but my side still had the red light /red walking man.

By this time a mini crowd had formed behind me also waiting. I did press it - as evidenced by the light indicator on the button presser.

It finally worked after the next light cycle.
