You prompted me to do a bit of research - as spreading housing trust throughout all suburban areas to avoid ghettoes is very sensible, even if it does make affluent people uncomfortable. Looks like the HT was very much a Tom Playford personal project. Established by the Liberal/Country party in 1936 and developed fully during his reign as premier. Electricity Trust was another of his babies.
It's funny that Playford was by far SA's most successful conservative leader, but his policies would considered the ideas of a raving communist if he was around now

He ripped up our very good tram system so people bought cars. Made sense given the car industry we had at the time. Playford is a very interesting character. Shaped the state.
