Ok, after I've been able to gather my thoughts together, this is the story I'm running with.

It's obvious our list isn't in contention yet, but running the Paer off their own ground shows we're not as far away as everyone thought. So, in order to maximise our chances for when we're actually decent again in a couple of years, Sammy cunningly seized on the opportunity to remove an opposition team from contention. Everyone except the Paer Board knows Kern can't coach in finals despite never missing them, so by putting in a performance that should get him a 10 year contract renewal, Sam ensures that we're only going to have to worry about 6 finalists rather than 7.

It's not tanking, it's Grand Strategy.
