Where and when this photo taken? (With Tom Hafey, Billy Picken, Ian Paton and unknown.)

This photo was used in one of the obituaries on Billy Picken yesterday with a caption saying Tom Hafey and Billy Picken watch training. Obviously the inference was that it as a Collingwood coaching session. But the guy on the right is Ian Paton (ex Hawthorn and South Launceston) and he would not have been at the Pies training. Possible explanation given Billy coached Clarence and played for Tassie in the late 1980s was this photo was taken at an interstate match. Picken and Paton did play some state football together. Can somebody throw some light on this for me please?
1. Where was the photo taken? (North Hobart seems likely. But possibly Adelaide during ‘88 carnival).
2. When?
3. Who were Tassie playing?
4. What role did Tom Hafey play. He coached both NSW and Qld at times. But was also an advisor for Tasmania on at least one occasion.
5. Who is the unidentified player?
6. Anything else I have missed?

True, however it looks like North Hobart, the away players race on the Brooker side of the oval.
