We're probably overcomplicating a pretty simple issue. The fact is, a rising star nomination is recognition that a rookie has strung together a handful of impressive performances. Thats it.
Cool. Whilst that list has some quality players, there are also a largenumber of players on there that I would consider nothing more than 'solid contributors'.
Kris Massie and Matty Bode are Rising star nominees and they are solid dependable players at best.

I agree with your post though, the player obviously has shown some sort of ability to win a nomination, but obviously it is no indication of the success he will achieve at the highest level.
