Yes it does, it says members will be allocated “next best available”. That means P1 must get a better seat that P2 since P2 ballot doesn’t start till p1 completed.
Ticketek are now saying that is NOT how they ran the ballot!!
They say they randomly selected people and then randomly allocated seats (not next best available) and that is why some P1 got standing whilst P2 got reserved seats.

If yes, something has gone horribly wrong as some P1 got standing.

how many registered for GF tickets
how many seats were available to be issued
for P1 registrations, how many said "any", and how many said "no standing room"
