Yes it does, it says members will be allocated “next best available”. That means P1 must get a better seat that P2 since P2 ballot doesn’t start till p1 completed.

Hey Ticketek, did you issue any seats (not standing) to P2 or P3 members as reported? If yes, something has gone horribly wrong as some P1 got standing.

I haven’t heard of any P2 getting a seat, only standing. Also haven’t seen any P1 missing out altogether. Are there any?
