Any field umpire can signal the end of the game or quarter, just as any umpire can pay a free kick at any time during the game. It doesn't have to be the 'controlling' umpire. Therefore, not only was the 'FAIR' decision made, but also the 'CORRECT' one.

If he kicks 70 goals 65 of them will come against the bottom 8 teams. Any side with a decent fullback will have no trouble at all keeping him scoreless. Just because he can eat a pie in 1 bite does not make him a good full forward.
