    Incorrect. Any field umpire can signal the end of the game or quarter, just as any umpire can pay a free kick at any time during the game. It doesn't have to be the 'controlling' umpire. Therefore, not only was the 'FAIR' decision made, but also the 'CORRECT' one. Good luck next week.
