Yes, now it is. They have opened up an outdoor area on level three that lets all the cold air into the stadium. Level three concourse may as well be the G in winter. They must have had March weather or Big Bash cricket in mind when they did this part of the renovation.
Docklands has a bit of atmosphere...

natural light
spacious concourses
a correct orientation to allow the roof to be open without blinding one end
an updated roof system to allow the roof to be open more often
a steady flow of foot traffic in and out without a bottleneck
