Not that it matters coz he disobeyed instructions after driving like a ****head to get pulled over in the first place but cops are naturally much more on edge in the states, they have be with the lack of gun control over there. Allowing people to wind their windows up like they have something to hide and reach around in their car is asking for trouble.
