Just looking at the revamped EFNL website, Transfers have been removed. I don't know if it's permanent (could be after last year's failure to maintain it over the season) or will return closer to next year.
Its so annoying. I presumed the new website would have fixed the transfer issue.

Absolute sham! The rich clubs continue to pillage players from other clubs and lower clubs get two parts of nothing.
The whole system is a joke.

^^The points need to be lowered, but it's getting the balance right. You can give lower clubs more points but they still need the dollars to pay players. The salary cap is a token means to appease some. You can get around the cap with ease.
The salary cap is only there for honest clubs.
