I have found a clue in the article that could help solve the problem.
For each list that shows all the players who earned a No. 1, No. 2 and No. 3 vote, it's split into paragraphs with an indented opening line
Three Points (no. 1 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 29 names
Paragraph 4: 17 names
Two Points (no. 2 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 46 names
One Point (no. 3 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 30 names
Paragraph 4: 16 names (informal vote treated as one)
The amount of names in each paragraph appears mostly consistent. The first two are always 27 and 29 names. The third and fourth could either be 29 and 17, or 30 and 16.
I think the paragraphs are there to split when the votes were counted. Paragraph 1 could be Rounds 1-5, Paragraph 2 could be Rounds 6-10, then Rounds 11-15, and the smaller paragraph Rounds 16-18. But there are two more problems.
1. Len Catton earned one vote for Melbourne either in Round 3 or Round 4, but his name shows up in the third paragraph.
2. None of the paragraphs seem to have a proper order for the names. Not alphabetical, not by club, and probably not even by round.
