Surely the target could have matched up with the Mariners logo...

It is matched up. It's because of the font on top of the circular design that makes it look off centre.

On centre yes, but look at the top and bottom of the target in relation to the logo.

The whole logo's base shape is rectangular. If the text was like that except on the bottom of the circlular design, it would be lined up perfectly.

It's perfectly centre. It's not actually bad graphic design, it's playing on people OCD for neatness.

I guess there must just be a rule in place where the Mariners want the logo AND text together at all times..?

To me, I would not know that is the Mariners logo without the text.

Given the target and the graphic/circular portion of the Mariners logo are the same size, I suspect if the designer had lined them up "properly" you would no longer be able to distinguish the target from the logo and the effect would be lost.
