It doesn't, that's the usual context of the term in relation to lynching in the US, that's all. Although not the definitive one of course.

What does crossing state lines have to do with anything?
Does that disallow self-defense, does it? Would finding the gun or picking up someone else's make it ok in your mind?
If not, then it is not the qualifier you are looking for.

A 17yo wannabe tough guy crossed state lines to get involved in something that wasn't even his to get involved in, illegally open carrying a weapon in the state he entered due to his being under-age.

That would essentially legalise murder. You can't threaten someone with a gun and then shoot them when they threaten you in return.
