Then why haven't they reflected that position in the rules - that's the obvious place to include this assertion and to communicate it to the players - waiting for an event like this to happen is simply reactive management of the game

Exactly. In 10,000+ acts of smothering across the league this year, 1 has ended with 2 players colliding.I’m no lawyer, but it’s not how I’d prosecute it. The weird part is that it reads to me like he contradicts himself by first suggesting it’s an uncommon occurrence to attempt to smother the way he did only to then suggest players need to think about these actions and exercise DOC. How the * are they meant to do both? If it’s uncommon the consequences are more often than not going to be unforeseen until it becomes common ala sling tackles that weren’t a thing 20 years ago.
