Yeah, but I think that what I posted (both the original and second post) can actually give away the general idea of what is going to happen, especially if you have any knowledge of US sports.
Or if you can remember back to what was talked about in the NAFL pre-season.

You mean the submission of second teams for certain people?

If so, no, only one entry per person.
I’m clueless then. I was thinking a sort of NBA development league sort of thing.

No not university/college, fancyscum is closer, he has the area (though I am basing the idea on not just the league/sport mentioned but from a couple of sports) just not how it is going to be integrated.

Official Announcement

The Canadian-American Premiership today announces the launch of Can-Am 2, the leagues developmental league that is launching alongside the 2018 Can-Am Premiership season.

The league will see all franchises entered into the 2018 season co-launch a Can-Am 2 team which will be situated within a reasonable distance from the main franchises city. This will mean that if more than one franchise is located in the same state/province these teams will have to base their team closer to their home city, however, if the franchise is the only team then they are able to choose any city to base their Can-Am 2 team and may even use the state/province name for the team. Another option for teams is to use their current teams name and add a 2 after it.

All Can-Am 2 teams will have a single coloured uniform for the 2018 season and will play an abbreviated season compared to the regular Can-Am Premiership.

Non-Kayfabe Explanation

In an attempt to further move the Can-Am away from similar league competitions I have decided to drop the 3rd/Alternate guernsey design from this season and implement a new feature that will give the league some more uniqueness. As such I thought that introducing a "developmental league" fitted the US sport genre and that this could replace the 3rd's/Alt's (NBA has the G League, MLS teams have second identities in the USL, MLB has AAA and AA, the NHL has the AHL and ECHL and so forth).

For the 2018 season each franchise will be required to submit a home (still predominantly white) kit, an away (coloured) kit, and a developmental team kit as well as logos for both teams (main franchise as a separate image, developmental within the kits image).

As this is a trial season for this idea I am restricting Can-Am 2 teams locations to close to their main franchises locations (so within the franchises city limits or near the city if there are other franchises located nearby, or within the franchises state or province if the franchise has no other franchises within the same state/province) as to not have people overlap as no-one will need to publicly announce where their second team will be located. Franchises can use another locations name (be it city, suburb or state/province depending on what other franchises are nearby) or take the route or some MLS teams in forming a second team with a 2 at the end (e.g. Portland Timbers, LA Galaxy, Seattle Sounders who have a 2 or II team).

So using my Winnipeg True North as an example I could have a Winnipeg True North 2/II or a Manitoba (team name), whereas the San Francisco Bloodhorns couldn't use California as there is a team in Los Angeles. However if 2 teams are located in the same state/province they can negotiate a way to work around this issue, e.g. San Francisco could use Golden State and LA could use California or SoCal.

I hope this all makes sense and people will get into the spirit and come up with some unique and different team names, kits and logos.

In retrospect, I would get rid of the stripes as it only clutters the jumper but if anyone has any ideas to improve upon I'm open to hearing them.

You've already improved heaps so you don't really need this advice, but yeah, clutter is the issue here.

You ideally want to focus on one hero element and make everything work around that. You've gone a bit busy here with the W and the stripes and the top of the back.

Show the sort of restraint and harmony in design that you showed in GARNT and you'll be a real contender in this sort of competition.
 
Oh and one more thing I didn't mention.

No Can-Am 2 team can have the same nickname as a franchise in the Can-Am Premiership (apart from its own parent franchise), however multiple Can-Am 2 teams can have the same nickname (as no-one has to reveal their teams name if they choose not to, so coincidences may occur).
 
After a successful day the Las Vegas High Rollers management would like to formally announce a partnership with the City of Reno for the 2018 Can Am season. With gambling strongly associated with the identities of both cities, early indications suggest the team could be named the Gamblers.

The Canadian-American Premiership Organization on behalf of the Canadian-American Premiership Relocation Committee wish to respond to your submission to relocate to New York for the 2018 season and branding yourself the New York Turtles.

During initial meetings, the board were strongly against this proposal with many of the members concerned that relocating a championship winning franchise could negatively affect the competition, however, this was not a unanimous decision. Several voting members were for the relocation, with one non-voting member Mr. M. Bay stating that he had several cross branding ideas for the franchise and one of his own non Canadian-American Premiership projects. On a side note we would like to state that Mr. Bay has since been removed from the board, we cannot say if there was any connection with his suggestions and his removal and the Canadian-American Premiership Organization would not like to make any assumptions on the matter as this was decided within the Relocation Committees walls.

Anyway, recent events have led to an emergency meeting of the Relocation Committee within the last few hours to vote on another matter not in relation to your proposal. However, this other event has also had ramifications for your clubs proposal and during the emergency meeting the committee also re-voted and the result was in your favor.

So the Canadian-American Premiership Organization wish to notify you that your proposal to relocate to New York for the 2018 season and become the New York Turtles has been approved.

We look forward to your organizations continued participation in the Canadian-American Premiership in your new location under the new brand.
