15.6.1 - A Free Kick shall be awarded against a Player who:
(b) in the act of bringing the football back into play after a Behind has been scored, Kicks the football over the Boundary Line without the football first being touched by another Player;


Just having a discussion at work, and I was sure the rule has around for quite some time, possibly even since I played footy at school in the 90s. Work colleague believes it is in the last 5-10 years.

Well your work colleagues are definitely wrong, I reckon this rule has been around since about 70's or 80's.

I think there was some sort of change to this rule in the past ten years but I can't remember what it was.

Been no change to this rule since the 60s, at least. Might even pre-date the OOF rule.
