Maybe you should ask yourself the question whether or not you would ban Otaku if he had that little confrontation with someone else? I think we all know what the answer is.
You may respect people who behave like that. I don't. I don't think you could disagree that Otaku wouldn't have been booted if he had the exact same altercation with someone else. Personally, I reckon an IRC channel should be created, and just use something simple like jIRC to have it on the site... shouldn't really need to integrate with the vBulletin userdb IMO...

I find the "chatty" nature of the general boards pretty ok. I wasn't around for the real chat room and I only went in once. But I found that a bit of a 'class' system if you will. In other words, if you hadn't been around a while or didn't know anyone then you couldn't get a look in.
