Usually because the people implementing them don't come from the institutes, or the Australian uni system.
Therein lies the problem.
Really haven't been a whole lot of succesful athetes from institutes, nor coaches in the broad range of aspects for that matter as well. But a lot of clubs like Freo love bits of paper on the wall, regardless of results. So they will go for the people with heaps of quals, but not necessarily any results.
If you wanted to get someone with a similar program, with the same level of official training, you would have to be poaching someone from the College Football system.
Thanks for the explanation. I can understand in part the desire for some kind of qualifications though. Players are a clubs only real asset - they can't just let anyone loose on them.
