What’s with the auction/ draft is it just for international players? And why are they doing it?
I believe it's just for international players - but possibly also players who aren't contracted to CA or any of the state associations (e.g. Lynn).
Why? Because they are desperate to get some bums on seats & TV ratings again, before Ch7 can take them to the cleaners for providing a sub-standard product. They're desperate to get some quality back into the competition, noting that they now have to compete with the $$$ on offer in the UAE and Sth Africa leagues which are on at the same time (due to CA's stupidity of persisting with the obscenely bloated competition).
** As usual, CA are tinkering around the edges, completely ignoring the main reason why people have turned off in droves - the decision to double the length of the competition making it faaaaaar too long to hold people's interest.

Because the IPL does something similar. It's dumb copycat behaviour because a decade of threading the "We want people to watch this competition, but deliberately undermine it at every opportunity to protect Test/ODI revenue" needle has made it impossible to pitch the BBL on merit.

Teams can retain one existing foreigner who played for them last year I believe. It's all but confirmed Rashid will be at Adelaide again I believe.

One of the advantages of the IPL takeover of world cricket is that soon there will only be international test series - which mean something - World Cups, and franchise short form.
The ODI friendlies that mean nothing will be phased out, because there won't be time anymore.

It's meaningless. Three back to back games against Zimbabwe in Townsville just shouldn't be played.
There was always going to be one game we just couldn't mentally get up for. The lazy dismissals today were like something out of park cricket.
Finch is an issue, though - he's beyond cooked.
