The dramatic video, which was captured last week, shows a man overdosing in the multi-level carpark on Elizabeth St, North Richmond, while paramedics tried to revive him.
The video also shows another male, who appears to be drug affected, behaving erratically.
A shocked onlooker can be heard in the video saying: “I’m so traumatised”.
The confronting incident has led frustrated locals to slam the “failing” injecting room, with residents saying public drug use is “out of control”.

Yarra City Council claims to have spent $1.7million on its 'syringe management services' in and around the precinct sine July 2020 to June this year.

Only recently, 3AW's Tony Moclair unleashed on the toxic environment hard-working residents were made to put up with, comparing it with Los Angeles' notorious Skid Row.
'The absolute disgraceful state of the nearby streets, littered with rubbish, excrement and used syringes is inexcusable,' he told listeners.

The number of meth trafficking offences recorded in Bendigo has more than quadrupled year on year, new crime statistics have revealed.
Bendigo has cemented its position as the state’s meth capital, leading Victoria with 139 trafficking offences recorded in the year to September 2024.
In July last year, the regional city overtook traditional hot spots like Melbourne and Shepparton for the dubious title, fresh data from Crime Statistics Agency Victoria shows.
Methamphetamines remained the most trafficked drug in Victoria, with 1360 offences recorded in the year to September 2024.
Greater Bendigo led the state with 139 offences, followed by Melbourne’s CBD.
