Went to Mexico City for a weekend,safe as.When we were in Mexico we were told by locals that no-one touches tourists as the cartels make a lot of money from them, especially through avocados as well as hotels. It was said to us that crimes against tourists see the cartels dish out justice on their own. This was in the Tulum region though which is heavy with tourist resorts and full of Americans.. Unlike, I imagine, Mexico City.
