I think that the rule is being correctly interpreted but incorrectly worded.

Jones was, no doubt, under pressure. The umpires have interpreted the situation as "he brought the pressure on himself because he originally had a free kick". I think that is a reasonable interpretation, but it is not included in the rule, which simply says that a rushed behind is okay if you are "under pressure".

You're a club that has supposedly been 'rebuilding' over the last few years. You used that excuse to explain your terrible on-field performances.

If you take out the expansion clubs and consider you have had years to build a list and culture, then relatively speaking you are one of the worst clubs, ever.

Of course, with the new clubs it does give you some time to hide behind the immaturity of others, but that's all it is: time, and no much of it.
