I think that the rule is being correctly interpreted but incorrectly worded.
Jones was, no doubt, under pressure. The umpires have interpreted the situation as "he brought the pressure on himself because he originally had a free kick". I think that is a reasonable interpretation, but it is not included in the rule, which simply says that a rushed behind is okay if you are "under pressure".
