There's no way a team could survive in either of the territories.

In ACT? You mean the Territory thats partnered with the Giants on a 10 Year contract? Has a planned Stadium upgrade with said team? They couldnt support one?
The Canberra Raiders have survived there for a while.
Correct. Not anymore given the deal with the Giants. Only so many supporters to go around there.
Well if the claim by Gill is true, there wont be anymore expansion teams for about 10 years (after the current GWS contract deal runs out). If GWS dont renew it (hopefully) then Im sure there will be room for ACT's own team.

AFL probably should have got into Canberra much earlier on, before the Raiders got in. Back then Bruce Stadium (now Canberra Stadium) was actually capable of being configured for AFL too.

I honestly don't see any more room for the league to grow without their being casualties.
Only real areas for expansion are areas which will probably need financial assistance Can the AFL afford to prop up however many new teams AND the bunch of habitually poor Melbourne teams? (Sorry guys, but seriously). There has to be a point where we get to a set number of teams in the league, and, in my opinion, we're 4-6 teams over that threshold. Can't keep adding weight to the wagon.

I believe there were actually plans to relocate Fitzroy there at some stage during the 1980s...

1990s. Fitzroy wanted to play up to seven home games in Canberra and had deals worked out with the Raiders and the ACT government to do so which would have involved a reconfiguration of Bruce Stadium for Australian Rules. However the AFL refused.
