Sure some roles require a presence in the office daily (IT Deskside support, Reception etc) but a large percentage is suited to hybrid and some have no need to go in at all. Should be up to the company not the mayor/government.

Of course the govt wants people on public transport/road paying taxes on fuel, supporting the economy by buying coffee/lunch, sending kids to daycare etc etc
