If it is, then they highly suspected it was a German raider and should have been prepared for it to open fire.

I suppose we'll never know.

The problem is that only German sailors survived so we only have their word on what happened. It was very rare in WW2 that everyone on 1 battleship would die and almost every sea battle in WW2 has the perspectives of both sides of the fight. The only things we know about how the Sydney met its fate was what the Germans told us and even though we are no longer enemies they may not tell us the whole truth about what really happened.
 
The ABC doco tonight would suggest that the skipper of the Sydney was an arse clown approaching a suspicious ship like that.
