Who diagnosed it as bursitis?
If that’s accurate then the cortisone should have had a noticeable (albeit temporary) improvement.

Pretty much everyone I've spoken to, podiatrist/physio/sports doc

Cortisone's don't seem to always work 100% of the time from what I've been told. Would be 6-7 weeks ago now I reckon I got it if that

Clinically that’s correct*, but cortisone is just a really strong anti-inflammatory.
Making the assumption they’ve injected it where they’ve meant to, if it was an inflammatory process in the bursa driving the pain then you would see at least some relief from temporarily removing the inflammation.
That it did nothing would suggest a swollen bursa is not the primary pain source.

*and by that I mean a lot of people get corticosteroid injections that probably aren’t indicated or best practice.
