My instant thought was Dome of the Rock in Jerusalem but that's obviously not it (way too easy and nowhere near water). The architecture and coastline does look Mediterranean though, and I'm thinking Southern Europe. Marseille?

That's it. It's got a long history Cadiz, and unless I'm forgetting I think it's the longest constantly inhabited city in Europe and was a big player in the connections between the New World (Americas) and the old world in Europe. Tobacco, tomatoes were introduced through there to Europe too.
