The VFL got itself out of trouble by expanding and commissioned some new clubs as a tool for it.
Consider it like this analogy.
Single mum is receiving child payments for 2 kids because she's on low income, she decides to have another child to boost the payments. When the third child is born the payments increase.

WCE is the child and should only speak when spoken to.
