Im not sure exactly when he was taken into custody before his attempted murder trial, he may have been released already. If not, this year would have be the expiry of his full term. Sentenced on 25May05, 13yrs 4mths no parole. Could he have snuck out without a word from anyone?
Interesting proposition regarding the reward money & false pretences. Perhaps thats a general concern in offering higher rewards anyway. Someone will manipulate a situation for their own benefit. Doesnt have to be exclusive to cops or OMCs though. I'd think they'd probably find it harder to pull off to be honest, far more scrutiny.
Im sure plenty of undesirable people so inclined would consider whether it could be done & how they may go about it if they thought the reward v punishment were worthy of the attempt.

This may well be why police have brought on the heat at this time. If he is in jail, the community is protected.

Hitting him near his prison exit, means police have the maximum amount of time to collect evidence.

I was told but have to check about serving concurrently etc. It may ensure maximum time in prison.

This could happen to Morey. I haven't check when he gets out.

Here is an example of serving time concurrently

In 1997, Abbott escaped prison in Queensland but was found in Darwin six months later and returned.

His lawyers plan to fight his extradition, saying Abbott offered to return to WA in 2002 to serve for his offences concurrently but was rejected by the WA attorney-general at the time.

"We say that this process has been abused in a sense that he has been seeking to return to Western Australia now for nigh on 20 years," criminal lawyer Chris Nyst said yesterday.

"The Western Australian authorities have repeatedly declined to have him come back.

I was looking up Brenden Abbott and his dramas with multi-state court appearances. There is a 2 edged sword sometimes where the Judiciary feel that 'time served'' is an option for sentencing ie Abbott has escaping lawful custody charges pending in WA

High-profile defence counsel Tom Percy asked Magistrate Matthew Walton to hand down a concurrent sentence so the term would not be crushing.

Mr Percy said Abbott had repeatedly asked to come back to WA to have the matter dealt with, but the state government only allowed him to return last year.

He said in the scheme of things, the prison escape was not the worst.

5 months concurrent

NOTORIOUS bank robber Brenden Abbott has been sentenced to five months in prison after pleading guilty to escaping legal custody over a brazen 1989 Fremantle jailbreak.

But the man dubbed the Postcard Bandit will not spend any extra time behind bars because his new prison term will be served alongside his current jail term.

Not to suggest murderers should be treated leniently due to time already served but there may be a legal manouver to arrange something approaching concurrency

It gets difficult determining what laws apply to which offenders when they are dealing with crimes committed long ago. While it is apparent that some are dealt with under the laws that applied at the time of offence, as in the case of CSK being charged fir Wilful Murder which isn't specified in more recent legislation, others it appears are not.

At the moment, current WA laws state any sentences for murder must run concurrently with any other sentence. It also states that the sentence begins at the time of sentencing not at the time of being taken into custody.

If this is the principal Morey has been sentenced under, it looks as though his sentence should expire beginning Sept 2018.

Why for Lisa Govan? Why are you linking Lisa Govan with Donald Moray? Maybe charges to do with Sarah McMahon.

I'd be asking witnesses if BRE was in Kalgoorlie then, then expect circumstances to change again.

No, not for Govan. Sorry BlueE. I used his testimony as an example and we got sidetracked in here. From memory, Morey was still in jail when Lisa went missing.

I dare say the cops have asked Telstra for proof of where BRE was everyday for the past 20 yrs.... And the athletics club, his family, his friends, workmates & the dude from the local store. Has to be a roof collapsing somewhere!

Someone said, that records were disappearing on the Telstra log server. I take everything with a grain of salt. If it is true, there will be a tonne of redundant data that will need explaining.

Whoever the DBM is, will be getting a please explain.

Has Wark been ruled out of the investigation.

Without a shadow of a doubt, there will be others': Policeman who investigated murder of Hayley Dodd, 17, said her killer could have MORE victims

Francis John Wark

More links to the CSK imo. It's my understanding speedway was on the night Lisa went missing, we're pretty sure the alleged CSK followed the speedway and I'm also pretty sure he rode or raced motorbikes it's possible he has established connections with OMC members.

You mean organised crime?

What happened to the Govan documentary? Does anyone know? All gone quiet...

If you think outlaw motorcycle clubs are organised crime then yes, possibly. People who ride/race bikes have opportunity to make those connections.

Last I saw the doccy was delayed but there was a notice it would only be for a short time, the club was raided and nothing since.

ACIC certainly do

Outlaw Motor Cycle Gangs (OMCGs) are one of the most high-profile manifestations of organised crime, with an active presence in all Australian states and territories. They see themselves as the 'one percenters' who operate outside the law.

Twenty years ago, 28-year-old Lisa Govan went missing after a night out in Perth. Now her family has launched an extraordinary appeal for information.

There is a website.

WHAT HAPPENED TO LISA?

The website is quite good. I've copied a CCTV still which is a bit curious in that there must be a lot more footage of Lisa in there but the site has chosen a wide shot that shows a guy who looks similar to the image of MM in the Jane Rimmer CCTV. The two men she is seen with here have been identified apparently.

Hi all,
Before I go on, I'll disclose that I'm a sub-editor at The West Australian newspaper.
The State Government reward is now $1 million.
The West Australian newspaper has released a new 7-part web series about the case called Catching Lisa's Killer: Fear and Murder in Kalgoorlie.
There are a number of revelations in the series and never-before-seen CCTV footage of Lisa with a bikie on the night that she died. The series includes the detective hunting for Lisa's killer, an interview with a man who was shot at just days after giving police a statement saying he saw Lisa the morning she disappeared and details about messages on Lisa's phone that were apparently listened to and then deleted (remotely) when she went missing.
A synopsis and a link to the trailer follows....

An untamed town, an unsolved crime, a new investigation.

The ruthless bikie code of silence can’t hide the truth forever. The net is closing on Lisa Govan’s killer.

With the help of the Western Australian Police Cold Case Squad, veteran journalist Ben Harvey goes deep into the unsolved mystery of what happened the night 28-year-old Lisa Govan disappeared from the streets Kalgoorlie on October 8, 1999.

What he found will shock all Australians and tear apart the country’s underworld.
