IMO the best midfielders in the game have the ability to stand perfectly still and have players scared of moving towards them in case they get sidestepped.
They do it by feigning to move or by feigning to handball. It gives them an extra few seconds to assess their options and make the right decision.
I think Hill has that quality. He rarely misses targets, even in congestion and can often release a teammate into space.
But he does his biggest damage when he's released into space.
