He didn't have a flamethrower, it looked like a water bottle. He might have been a victim of over-excited residents thinking he was up to something and he wasn't. Probably lucky he wasn't lynched.

That is NOT a water bottle they're all staring at intently. If it was they would probably have released him immediately. BTW he had a warrant outstanding and although they released him for now they said the investigation is still ongoing.

It’s not a nice truth but the truth isn’t always nice. They ran out of water. Don’t ignore the truth. Accept it and make sure it doesn’t happen again. It’s the least you owe to those no longer with us. Give their life meaning by improving the community. Don’t lie and run away and make their suffering ignored. Just learn and improve… like all adults do

I also saw him say something to the tall cop who started laughing. Might it be something to blow a tyre up on his bike?

Well it still got passed and some of the no voters (including Bernie "Colonel" Sanders) did so as a protest vote due to it not going far enough. The headline is deliberately misleading, given that it's a $110B bill and the only part they could find relevant to these fires is $75M (a whopping 0.0007% of the bill total) allocated for fuel breaks in "pacific regions".
