According to the NYT 6 of the 9 deaths were Hezbollah, with thousands injured (approx. 200 in serious conditions) many with eye injuries, and no way of knowing who would be where (are they with their kids for example) when the explosions went off.

The U.N.’s special coordinator for Lebanon, Jeanine Hennis-Plasschaert, said the death toll had risen to nine people killed. Hezbollah told The New York Times that six of the nine people were Hezbollah fighters. Lebanon’s Ministry of Health said that a young girl was also among those killed and that more than 2,700 others were injured. Lebanon’s health minister, Dr. Firass Abiad, said many of the victims had injuries to their faces, particularly the eyes, as well as to their hands and stomachs. Iran’s ambassador to Lebanon, Mojtaba Amini, suffered injuries to his hand and face when a pager he was carrying exploded, according to Iranian state news media reports.

In addition, there's been quite an impact on the civilian population - schools closed, residents scared to answer phone calls, hospitals at capacity:

Schools across Lebanon will be closed on Wednesday, Lebanese state media said, citing a statement from the country’s minister of education, Abbas Al-Halabi.

Residents in Lebanon are scared to answer calls. One resident, Khadijeh Fouani, was preparing winter food supplies when she answered her phone by crying out, "Please hang up, hang up!"

Lebanon’s health minister, Firass Abiad, said that that hundreds of people had been injured in the blasts. “We are trying to absorb all the casualties,” he told The New York Times, adding that some hospitals were already at full capacity amid the sudden surge of patients. Lebanon’s Health Ministry appealed for blood donations and told health workers to urgently head to their places of work.

Meanwhile, the death in Gaza continues:

Israeli airstrikes on homes near the Bureij neighborhood in central Gaza on Tuesday morning killed at least five people, including a child, and dozens remained trapped under the rubble at nightfall, the local emergency services said.

The Palestinian Civil Defense said that it had received dozens of calls for help from people who were wounded and trapped and that more than 50 people, including several families, were believed to be inside the buildings when they were hit.

I assume the 'uncontrolled and indiscriminate' part he's referring to is not knowing at 3:30pm when the message was sent to detonate the pager; who would be holding the pager? where would the pager be? where would the person with the pager be? who else might be harmed? None of this could be known.

And the result is a dead 8 year old girl who I'd be pretty confident isn't Hezbollah.
