Its about trying to stop clubs from poaching other clubs junior players. Otherwise the richer clubs would continue to rob the poorer clubs of their young stars and the competition would continue to be a 4 team comp.

I honestly doubt they'll be training that much. From what I've heard most players aren't getting paid, so its hard to ask players to train 3 nights a week without any incentive as you have mentioned. I guess time will tell, but at Gungahlin we wont be training 3 nights a week during the season...
