OldMav, what you describe is exactly how it works. Also, an experienced division one umpire is often rotated down to the lower divisions to mentor a younger ump.

Goal umpires already have that signal - crossing their flags means they want to cancel the score. Even if they did have a signal, I'm not sure the fieldies would notice it.
